ISTAT said that 21.2 percent of Italians aged 15 to 29 were in a statistical group known as NEET -- Not in Education, Employment or Training -- almost double the percentage of inactive youths in Germany.

Some of those Italian people are only "officially unemployed". There seem to be a lot of unofficial private enterprises, like "holding a dinner party" every night for people who make reservations and being paid in cash, instead of opening an official restaurant and paying taxes both ways.
So Italian government regulations drive them underground, right? Awesome. That's what you get for having a multinational constitution that is hundreds of pages long.
Those coffee shop chairs aren't going to hold themselves down.
There's another side of this in that Italian men are delaying getting married because any women the meet doesn't take care of them as well as their mother.
